| Popis: | The recent passing of Act 19/2013 of December 9th on transparency, access to public information and good governance sets out its articulation and coodination with other sectorial norms that have specific regulations in some areas regarding the access to information. As right of access to enviromental information has its specific normative in the State, Act 27/2006 of July that governs rights of access to information, public participation and access to justice in the field of enviroment, this work analyzes the articulation between this Act and Act 19/2013 in order to establish the relationships between both legislations. With this purpose and after studying the content of the first additional provision of Act 19/2013 that states the guidelines for the relationship between this Act and the specific rules about access to information, it analyzes in particular the scope of the supplementarity of Act 19/2013 over the regulation of the right to access to enviromental protection as stated by Act 27/2006 and it makes special reference to those more problematic aspects as the legal regime to administrative silence or the regime of the guarantees to the right of access. |
