Public arenas, social actors and technical knowledge in environmental policies formulation

Popis: The objective of this article is to analyze how a public policy process is imbued with elements that connect to a national and / or international dynamic. Using the Águas de Sergipe program, we evaluated the set of factors that resulted in the constitution of the program, such as public arenas, social actors and expertise. To this end, the entire bureaucratic apparatus regarding the State Water Policy and the creation of this program was cataloged and analyzed, as well as semi-structured interviews with technicians who were part of the process and representatives of the World Bank. We conclude that the elements of this public policy are connected to the national sustainability framework, although this is the result of several discussions managed by the State in conjunction with the World Bank in propitious public arenas with low participation of civil society. Likewise, technical expertise and the expertise of the area consisted of the main resource used.
