Popis:	The article deals with issues related to the effective application of administrative penalties for appearing in public places in the state of alcohol intoxication. Based on the study of statistical data and materials of cases on administrative offences, provided for by article 20.21 of the Code of Administrative Offences of the Russian Federation, the Author comes to conclusion about the necessity of introduction of new type of administrative penalties as mandatory work.
