Resource Potential of Agricultural Organizations in the Regions: Theoretical Aspects and Analysis of the State

Popis: Agriculture is the most important element of the economic system. One of the main directions of the modern agrarian policy of the Republic of Belarus is to increase the competitiveness of domestic agricultural products, the achievement of which largely depends on the current state and efficiency of using the resource potential of agricultural organizations. The resource potential of agricultural organizations is characterized by a complex system of indicators that are interconnected and interdependent. The purpose of this study is to clarify the concept of the resource potential of an agricultural organization based on the study of the economic essence of this definition and various approaches of domestic and foreign authors, as well as the assessment of individual functional components of the resource potential of the agricultural sector of the Republic of Belarus. To achieve this goal, it was necessary to solve the following tasks: to study the scientific works of domestic and foreign scientists in the field of formation and efficient use of the resource potential of agricultural organizations; to analyze the current state of individual elements of the resource system of the industry under study. The theoretical and methodological basis of the study were the scientific works of domestic and foreign scientists on the subject under study. The methodological basis of the study was determined by general scientific methods of cognition, principles and methods of a systematic approach. The analysis made it possible to develop and substantiate the author's definition of the category "resource potential of an agricultural organization" from the standpoint of a systematic approach and to determine its structural elements, as well as to conclude that at present there is no clear and unambiguous idea of the structure of the resource potential of agricultural organizations, generally accepted methodological approach to its evaluation. The choice of method depends on the goals and objectives of the study, the level at which analysis and evaluation are carried out, the approach to understanding the essence and content of the formation, development and reproduction of the resource potential. Сельское хозяйство является важнейшим элементом экономической системы. Одним из основных направлений современной аграрной политики Республики Беларусь является повышение конкурентоспособности отечественной сельскохозяйственной продукции, достижение чего во многом зависит от текущего состояния и эффективности использования ресурсного потенциала сельскохозяйственных организаций. Ресурсный потенциал сельскохозяйственных организаций характеризуется сложной системой показателей, находящихся во взаимосвязи и взаимозависимости. Целью данного исследования является уточнение понятия ресурсного потенциала сельскохозяйственной организации на основе изучения экономической сущности данной дефиниции и различных подходов отечественных и зарубежных авторов, а также оценка отдельных функциональных составляющих ресурсного потенциала сельскохозяйственной отрасли Республики Беларусь. Для достижения данной цели необходимо было решить следующие задачи: изучить научные труды отечественных и зарубежных ученых в области формирования и эффективности использования ресурсного потенциала сельскохозяйственных организаций; провести анализ текущего состояния отдельных элементов ресурсной системы исследуемой отрасли. Теоретической и методологической основой исследования явились научные труды отечественных и зарубежных ученых по исследуемой тематике. Методическую базу исследования определили общенаучные методы познания, принципы и методы системного подхода. Проведенный анализ позволил разработать и обосновать авторское определение категории «ресурсный потенциал сельскохозяйственной организации» с позиции системного подхода и определить его структурные элементы, а также сделать вывод о том, что в настоящее время не сформировано четкого и однозначного представления о структуре ресурсного потенциала сельскохозяйственных организаций, общепринятого методологического подхода к его оценке. Выбор метода зависит от целей и задач исследования, уровня, на котором производится анализ и оценка, подхода к пониманию сущности и содержания формирования, развития и воспроизводства ресурсного потенциала.
