Depending on general condition of the regional social and economic system to select the most appropriate functions to support innovative sustainability, including institutional, prognostic, regulative, design, protectionist and anti-crisis. Have been propose steps for process of adaptation of the federal strategy of innovative development in Russia until 2020, at the regional level.
