The concentration and urban growth in the city of Cuernavaca in Morelos, Mexico, coupled with the social construction of risk and disasters, result in costly risks that challange the three levels of government (federal, state, and municipal). Government concurrence, in the era of the "fourth transformation" (4T), also implies the absence of clarity in the way to meet the demands of excessive urban growth and of ecological system, which is increasingly disturbed by anthropogenic and hydrometeorological risks. Based on the above, the question arises: How can the social construction of risk be addressed in times of financial infeasibility and, in turn, minimize disasters in the city of Cuernavaca, Morelos? This research analyzes the Social Construction of Risk (CSR) as a component of Integrated Disaster Risk Management (GIRD) and its intrinsic relationship with urban ravines in Cuernavaca, Morelos. Finally, the study observes that the lack of regulation of urban ravines has caused the fragmentation of the city, propitiating the irregular occupation of land and the degradation of ecosystems. |
