Popis: Background. Regional identity is most often understood as the result of identification of individuals by members of a certain territorial community. Perceiving himself in this way, an individual operates not only with certain geographical, but also administrativeterritorial criteria. Therefore, in order to understand the formation of regional identity from a historical point of view, it is important to know how the formation of administrativeterritorial division took place in a certain territory, and, consequently, the emergence of various state authorities and local government. The purpose of this work is to consider the process of formation of Penza internal provincial battalion in 1811 – the first half of 1812, as one of the factors of territorial community formation in Penza province. Materials and methods. The research tasks were achieved through the dialectical method of historical processes studying, including the principles of historicism, objectivity and systematicity. It helped to characterize the variety of sources, compare and analyze them in complex. Results. The complex of sources allowed us to consider the process of formation of the Penza inner provincial battalion in 1811 – the first half of 1812. Conclusions. In the course of studying the topic, the normative documents on the basis of which the formation of the internal guard in Russia took place were analyzed, the process of forming the Penza internal provincial battalion was considered and the difficulties that arose in the initial period of its existence were identified. The paper highlights the features of the placement of military personnel in philistine apartments, focuses on the transfer of weapons and military equipment from the provincial company and staff teams to the provincial battalion, examines the medical support of military personnel and examples of relationships between military personnel of the provincial battalion and the civilian population, as well as between officers and lower ranks, which allowed to reveal many elements of the daily life of the provincial cities of the beginning of the 19th century and better understand the features of the formation of territorial community.
