The FLEXCoop project has gathered researchers, ICT and energy companies together with energy cooperatives actors in order to develop and demonstrate new demand-side flexibility (DSF) tools and related business models for energy cooperatives. FLEXCoop’ s aim has been to contribute to the democratisation of the energy system by providing citizens initiatives with the tools to take a more active role in the energy system and open new services enabling them to accelerate the decarbonisation of our energy system. FLEXCoop has been a unique forum to discuss the role of citizens in the new energy landscape open by new technologies and opportunities created by the Clean Energy Package. In this context, FLEXCoop policy and market recommendations address a broad range of issues. They first address the role of citizen initiatives in the context of the Clean Energy Package and of the emergence of new actors: the “energy communities” (Section 2). They highlight the complementary rules needed to unleash the potential of demand-side flexibility services across the energy value chain. This includes the whole set of services enabled by DSF: (collective) self-consumption, balancing reserves, congestion management and wholesale market valorisation towards balance responsible parties (Sections 3). It also includes making accessible existing flexible resources by facilitating their connection through communication standards (Section 4). The third key challenge for addressed here concerns the introduction of “big data”-based services from several perspectives. It includes the need for clear rules to facilitate commercial activities (Section 5); the need to safeguard individual rights through enhanced data protection (Section 6) and enable citizens collectives to anticipate the consequences of these new digital services (Section 7). Finally, these recommendations are concluded by some key initiatives which could further support research in demand-side flexibility area (Section 8). |
