Analysis of climatic conditions limits in underground mines from the legislation perspective of the Republic of Serbia

Popis: Modern underground mining, including Serbia, is characterized by three general trends: deeper mines, mechanized mining activities and more rigorous standards of safety and health at work. Ventilation of mines in such conditions is one of the most important components of energy costs, having in mind aircooling requirements, the quality of the mine atmosphere and the required climatic conditions from the aspect of safety and health of workers. The Rulebook of technical norms for underground exploitation of ferrous and non-ferrous raw materials regulates the issue of climate conditions very conservatively and largely out-dated compared to the international experience and even compared to the Serbian norms for the underground exploitation of coal. This paper provides analysis of limits related to working conditions in underground mines, carried out from the aspect of different thermal load and climatic condition indices in different countries, and comparison with the solutions of Serbian regulations. After reviewing and analyzing world experiences and domestic practices, it has been proposed to amend the Rulebook so that climate conditions in underground mines of ferrous and non-ferrous raw materials are evaluated through effective temperatures, which will enable the more economical exploitation, while ensuring the necessary level of safety and health of workers.
