Popis: | Ukraine is characterized by long and historically belated formation of the territory, the people and the state from the ancient origin in the local Cossack cell along the Dnieper since sixteenth to the eighteenth centuries, the UNR in the Russian Empire, the EUNR on the ruins of the Austro-Hungarian Empire, the Ukrainian SSR in the USSR, and eventually the modern independent state since 1991. During the long historical process the Ukraine's territory was extended by the imperial efforts of Russian tsars and communist leadership of the USSR. Ukrainian people formed under external influence on multiethnic basis with significant regional differences in language, culture, traditions, mentality and religion.The historical peculiarities of the territory and people of Ukraine objectively conditioned federal form of state structure, as reflected in the constitutional projects in XIX and in the beginning of the XX century ( by H. Andruzsky, M. Dragomanov, M. Mikhnovsky, M.Grushevskyi ), and the late XX - early XXI century (by V. Chornovil and others). But this form of government needed democratic state regime. However, the political cadres of Ukraine formed as a part of the anti-democratic empires that needed the unitary structure. Therefore unitarian political cadres of independent Ukraine from since 1991 - the heirs of the totalitarian Soviet regime - could not imagine not centralized management and become a subjective factor of the unitarian form of government of the modern Ukraine contrary to the objective conditions to the federation.However historically belated exit of Ukraine as a sovereign state in the world coincided in time with the so-called globalization. The geopolitical position of Ukraine put it between two regional political unions again - European Union and the Customs Union. The Authorities in Ukraine heading towards European integration.Concomitant to globalization has become a trend of bureaucracy in the world. In particular, the European Union, which seeks to integrate Ukrainian state, dominated by bureaucratic state model of France. Bureaucracy united Ukrainian state, which was not a democracy, a bureaucratically by the globalized world. This analogy with the Western democracies became the basis for justifying reputable scientists in Ukraine - V. Kremen and V. Tkachenko the transformation of post-Soviet Ukraine in the state " bureaucratic corporativism ". The economical party in past nomenklatura performed by "stabilizing function " and used his position in the state apparatus for the rapid formation of its own "shadow" capital using "rent power", fixed with foreign bureaucratic capital. It was led to a crisis of democracy, but on the model of Western democracies, where the same thing, the modern Ukrainian state adheres to and deepens on the tradition of bureaucratic corporatism and demobilize those destructive forces that are a threat to globalization.The trend of globalization generates significantly reversed her trend of regionalization. On the one hand, the globalists see in the regionalization means disintegration of the national government, which has become a secondary link of global governance exercised by overnational governance structures. This strengthens the position of a overnational bureaucracy, particularly in the European Union. On the other hand, the federal system of regionalization and the EU Liberal Democrats see the guarantee of democracy, as opposed to bureaucratic tendencie . Thus, according to L. Zidentop, the main attraction of the federal government - the protection of local and regional autonomy from the bureaucracy of the national state, and can be transferred to overnational bureaucracy. But it is necessary to build such a federalism in which the individuals regardless of their territorial affiliation were linked different levels of association , the structure of EP should be created the Senate as the highest chamber, ½ places which will take representatives of the regions to ½ places representatives of the national bureaucracy, the competence of the Senate should be given legislative initiative veto right to control the European Commission, the conflicts in Europe have settled a federal lawyers, judicial control.In the EU as a regional incarnation of globalization is anti-democratic forces fighting the bureaucracy of the defenders of democracy, which are the second and see no alternatives to the federal structure of the new "superpower" in connection with the accompanying globalization trend of regionalization. In the case of accession to the European Union in historical perspective Ukraine is inevitable reform of its unitary state structure as the federal due to its anti-democratic nature of the piece against his own objective conditions to federalism so in view of the imminent regionalization in the European context.
