| Popis: | The main purpose of this article is а formation of a system of methodological principles and practical recommendations for updating the infrastructure potential of the national economy under the conditions of the European integration vector of Ukraine. An increment of economic depression in Ukraine has affected to infrastructure development as well as to the success of European integration processes. The unresolved problem of a significant dependence of the national economy on the external paradigm caused a closed circle in the relationship "regional - infrastructure development". Under the conditions when the world economy demonstrates the searching for adequate post-crisis development models, it is no longer possible to restore Ukraine's pre-crisis role in the international division of labor, and it is due to the lack of a qualitative basis for international economic relations - the infrastructure supply of commodity flows. Therefore, an urgent demand is the modernization of the infrastructure's potential of the national economy, taking into account the requirements of global markets. The technical component of the infrastructure potential of the country is fully worked out both physically and morally. This could be the reason for the loss of stability of the infrastructure system. The main resources of transport, communication, energy supply and storage facilities require for their modernization some significant long-term investments. In order to ensure the uninterrupted functioning of the infrastructure sector and to ensure an appropriate level of regional and national security, it is necessary to attract significant funds in the sector. However, the possibilities of the country are limited, and the company's resources are exhausted. It was revealed that the infrastructure sector of Ukraine is characterized by structural deformation, institutional incompleteness, inconsistency with the needs of material production, and imbalance in component composition. However, the importance of transport, logistics, information and communication components of infrastructure has recently increased, and they are the priority directions in the conditions of the country's European integration option. The formation of strategic directions for the modernization of the national infrastructure is based on an integrated approach, which involves a combination of the goals of Ukraine's regional development and European goals and priorities for the growth of infrastructure capacity. The basis for implementing strategic modernization directions are the information, economic and institutional mechanisms. The processes of managing the modernization of the infrastructure sphere must be carried out taking into account the interconnection and interrelations of the subjects of the regional economic system (the state represented by the authorities, the business sector and the inhabitants). One of the results of updating the infrastructure potential is the appearance of a number of effects. There is a multidirectional of its manifestation: external (external to the infrastructure system), internal (inherent to the infrastructure component which in the process of modernization increases its efficiency) and a synergy effect. The multiplicative effect is manifested in the form of intensive growth of productive forces on the basis of innovative approaches at the expense of the relevant level of development of the infrastructure sphere. The next stage of the study would be a development of practical measures for the implementation of European practices in the organization of infrastructure services. В статье разработаны концептуальные положения, обоснованы научные основы и практические рекомендации по модернизации инфраструктурного потенциала Украины с учетом стратегических ориентиров регионального развития в условиях евроинтеграционного выбора Украины. В рамках реализации модернизационных направлений национальной экономики акцентировано на приоритетности трансформации инфраструктурного сектора, который выступает каркасом экономических отношений и эффективным средством реализации интеграционных процессов в Европейский Союз. У статті розроблено концептуальні положення, обґрунтовано наукові та запропоновано практичні рекомендації щодо модернізації інфраструктурного потенціалу України з урахуванням стратегічних орієнтирів регіонального розвитку в умовах євроінтеграційного вибору України. У межах реалізації модернізаційних напрямів національ-ної економіки підкреслено пріоритетність трансформації інфраструктурного сектору, який виступає каркасом економічних відносин та ефективним засобом реалізації інтеграційних процесів в Європейський Союз. |
