| Popis: | Problem setting. The topicality of this article is stipulated by the development of systemogenesis in public administration in general, and in matters of the professional activity of civil servants as well as in the areas of activity of public authorities.The purpose of this article is to reveal the aspect of systemogenesis of the processes of formation and realization of powers of public authorities. The object of this study is about the foundations of systemogenesis of the activities of public authorities. The subject of the study is the principles of forming and implementing powers of public authorities in the aspect of systemogenesis of public administration functioning. The following tasks were set:– to consider the features of systemogenesis of the processes of formation and implementation of powers of public authorities as public power institutions;– to establish the relationship of public-managerial functions and powers of public authorities in the context of forming institutional, legal and foundations of systemogenesis for the development of their activities;– to identify problematic issues concerning the formation and implementation of powers of public authorities as constituent elements of the systemogenesis of public administration.Recent research and publications analysis. The issues of forming and exercising the powers of public authorities as public power institutions are disclosed in the works of modern researchers of domestic science - V. Averyanova, E. Afonina, S. Vyrova, I. Gritsyak, A. Lipentsev, V. Malinovsky, A. Obolensky, S. Seregin, G. Sytnik and others; foreign science – V. Parsons, G. Kolbech, A. Smith, J. Mill, V. Given, L. Pala, P. Brown, L. Anna and others. The issue of the development of systemogenesis in public administration is substantially highlighted in the work of Lipovska N.A., who notes that for the vital activity of the social system, both management and self-organization are equally important, which are two sides of the process of systemogenesis. There is proposed the domestic development of the concept of systemogenesis to all elements of the system of the professional activity of civil servants, in which the psychological and social aspects of their professional activity are separately identified.Highlighting previously unsettled parts of the general problem. The general problem both in the scientific and in a practical sense can be considered the processes of systemogenesis for the formation and implementation of powers of public authorities. Previously unresolved part of the general problem concerns the bases of systemogenesis for the formation and implementation of powers of public authorities. The practice of forming and implementing the powers of public authorities is in the legal field, defined by legal regulations. Therefore, the study of this issue is in the plane of the amidnistrative-legal aspect of forming powers of public authorities as a prerequisite for their activities and the practice of its implementation. The allocation and consideration of institutional and legal aspects occupies a decisive position on the formation and implementation of powers of public authorities. The search for ways to formulate the powers of public authorities and ensure their effective implementation requires studying and proposing various approaches, methods, attracting interdisciplinary practices to obtain an effective result on these issues, and developing systemogenesis in public administration.Paper main body. According to the content, systemogenesis is manifested through a series of peculiarities that are revealed in the processes of development, dynamics, and functioning of the public administration system. After all, a static system has no potential for the development, activity, and therefore it does not have evolutionary or other trends. The subject of systemogenesis can be as a whole the system of public administration, public authority, and their subsystems, which have all the signs of system formations. The application of systemogenesis to public administration as a whole presupposes first positioning of public administration as an evolutionary systemic formation. Moreover, such complex components are inherent in the public administration system, which according to their essence and content form separate system formations, for example: the professional activities of public servants, managerial functions, public power, and public authorities. The application of the effects of systemogenesis to the development of each of these systems involves the identification of signs of functioning of systemogenesis, the study of their features, their analysis in the practice of public administration. Systemogenesis is the genesis in Greek. – origin, occurrence – the origin and development, the evolution of systems from lower to higher forms, the interpretation of stages of this evolution.Public authorities, having the subjective basis of activity, constitute the basis of the activity of the public administration system. The system of public administration in terms of meaning is considered a functional system, the purpose of which is to perform public functions. Therefore, the disclosure of the very essence of the functional system, its content and mechanisms, the principles that form it, the constituent elements, their functions is a prerequisite for the study of systemogenesis as an evolutionary development of the domestic public administration system.Conclusions of the research and prospects for further studies. The conclusions of this study have been formed and they indicate that there is the necessity for applying the approach of systemogenesis to the development of public administration, the identification and application of world evolutionary practices of the development of public administration, the establishment of institutional ties, overcoming institutional traps in public administration, and the implementation of effective institutional reforms. Further scientific developments may relate to the elaboration of the foundations of systemogenesis for the development of public administration as a whole, the theoretical and methodological basis for holding effective institutional reforms, overcoming institutional inconsistencies in the practice of public administration, and the development of the formations of systemogenesis in public administration field. Розглянуто інституційні та правові засади формування та реалізації повноважень органів державної влади з позиції розвитку системогенезних утворень у сфері державного управління. Встановлено взаємозв’язок владних управлінських функцій та повноважень органів державної влади у контексті розвитку системогенезу органів державної влади. Виявлено проблемні питання щодо формування та реалізації повноважень органів державної влади у системогенезному аспекті. |
