| Popis: | Problem statement. In view of the low rate of implementing proper solid domestic waste management practices in Ukraine, the relations between the authorities, the private sector, and the population are accompanied by conflict of interests, which is proved by the existence of an aggravating problem of wastes. Another major impediment is the lack of a legal consolidation of public-administrative goals in the SWM sphere, which divides the society and increases the anthropogenic impact on the natural environment.Recent research and publications analysis. The research of selected aspects of implementing the mechanism of partnership between the authorities, the private sector, and the population is dealt with in the elaborations of such Ukrainian specialists as T. Artser, D. Bilokopytov, T. Butova, I. Dunayev, A. Dunayeva, S. Ivanov, K. Krotov, S. Kushch, V. Sliusarenko, M.Smirnova, N. Udachin, V. Yakunin and others. Of particular significance is implementation of the said mechanism in the sphere of SWM, which has not been addressed in depth in the domestic scientific literature, necessitating the subsequent research surveys.The paper main body. In the context of the present-day Ukraine, there are escalating conflicts in society, including in the sphere of SWM. The legal environment is being updated in this direction; for example, the current Law of Ukraine “On Public-Private Partnership” has created the framework for the interaction between the public authorities and the private sector. It is worth mentioning that public-private partnership is characteristic of a two-way format of interaction, without taking into account of the interests of ordinary citizens. Citizens being an active part of society are also public administration subjects, since they carry the concerns of both their own (private) interests and the interests of a particular community. It is urgent to get all the sectors of society involved in developing public administration areas related to SWM and introducing the mechanism of partnership between the public authorities, the private sector, and the population. The social and environmental implications of implementing the partnership mechanism lie in improvement of the condition of the natural environment and the well-being of all the social strata.Conclusions from the research and prospects of future development in the area. The partnership is not an end in itself, but rather a means to achieve the goals of public administration in the sphere of SWM. The public authorities should establish partnership relations with the private sector and the population for defining and fulfillment of the goal of public administration in the sphere of SWM on the basis of the core values of society – protection of the natural environment and fostering a culture of waste management. У статті визначено перспективи реалізації механізму партнерства між органами влади, приватним сектором та населенням у сфері поводження з твердими побутовими відходами (далі – ТПВ). Виявлено основні принципи та допустимий діапазон функціонування механізму партнерства в цій сфері. Запропоновано матрицю механізму партнерства, з допомогою якої можливо посилити ефективність публічного управління в сфері поводження з ТПВ. |
