Pošto se da određenje parlamentarizma i opiše stanje parlamentarizma pod Miloševićem (1990-2000), u članku se iznose i razmatraju podaci o radu Skupštine Srbije od 2001. do 2004. godine. Podaci pokazuju da se, u razdoblju Đinđić-Živkovićeve vlade, parlamentarizam u Srbiji nalazio na jednako niskim granama kao i u doba Miloševića. Tek sa odlukom Ustavnog suda, od 27. maja 2003. kojom su poslanici postali nezavisni od stranaka, kao i sa obrazovanjem slabe, manjinske vlade (2004), došlo je do jačanja parlamentarizma u Srbiji. . After defining parliamentarism and describing its state under Milošević (1990-2000), the article provides and analyzes facts about the work of Serbian Parliament in the period between 2001 and 2004. The data show that parliamentarism was equally degraded during the governments of Đinđić and Živković, as well as under Milošević. It was only after the ruling of the Supreme Court of May 27th 2003 that members of parliament became independent from their parties and forming of the weak minority government that parliamentarism in Serbia strengthened. . |
