Popis: | Šio bakalauro darbo tikslas nustatyti pilietinio pasipriešinimo vietą ir reikšmę Lietuvos nacionalinio saugumo ir gynybos politikoje bei išsiaiškinti, kodėl pilietiniam pasipriešinimui šiomis dienomis yra skiriamas ribotas dėmesys. Darbo objektas – pilietinio pasipriešinimo vieta ir reikšmingumas Lietuvos nacionalinio saugumo ir gynybos politikoje. Darbo problema. 1991 m. po sausio 13 d. įvykių pilietinio pasipriešinimo koncepcija atrodė esminė ir neatsiejama valstybės gynybos dalis, tačiau laikui bėgant neįsitvirtino kaip pagrindinis nacionalinį saugumą garantuojantis komponentas. Pilietinis pasipriešinimas išliko nuošalyje ir po 2014 m., kada Europoje hibridinė karyba tapo kaip niekad sugrėsminta, o pilietinė gynyba, įvairių mokslininkų teigimu, tapo pagrindinis atsakas į tokio tipo grėsmes. Nors LR pagrindiniame strateginiame dokumente teigiama, kad „kintant grėsmių pobūdžiui, didelę reikšmę įgyja visuomenės pasirengimas, valia ir ryžtas gintis“ (Baltoji Knyga, 2017, p. 7), kyla probleminis klausimas, kodėl pilietinio pasipriešinimo vaidmuo Lietuvos nacionalinio saugumo ir gynybos politikoje tapo antraeiliu? The aim of this bachelor’s thesis is to determine the place and significance of civil resistance in the Lithuanian national security and defence policy in order to determine why civil resistance is being given confined attention in these days. The object. The place and significance of civil resistance in Lithuanian national security and defense policy. Tasks of the research: 1. Based on the theoretical approach of the Copenhagen Security School to form a civil resistance importance evaluation model of Lithuanian national security and defense policy. 2. Based on the secondary sources analize the role of civil resistance in Lithuania with regard to securitization / desecuritization of threats (1990–2014) 3. Based on the analize of LR strategic documents to identify role of civil resistance in Lithuania in view of securitization / desecuritization of threats (2014–2018) 4. Based on the results of a semi – structured interview, make qualitative discourse analysis of civil resistance importance in Lithuanian national security The hypotheses: 1. G1 Lithuania’s stakeholders do not see civil resistance as essential element in the conflict. 2. G2 The focus on strengthening Lithuania’s conventional capabilities is greater than civil resistance. 3. G3 There is no unified strategy in Lithuania’s defense concepts as it should be implemented civil resistance and who should organize it. In order to make the research more accurate a qualitative discourse of a semi–structured interview will be conducted analysis in the third section of the thesis,. Respondents are high–ranking heads of state or officials from KAM, Seimas, MPPD, SKD, SOP MKPC and Land forces The results of the study showed that the importance and role of civil resistance in Lithuania has been changing as the security environment has changed. It is best described by four major cleavages. Analyzing documents and qualitative interviews several main conclusions emerged: 1) the relatively smaller focus on civil resistance is clearly evident from the analysis of strategic documents. This conclusion is confirmed by qualitative interview discourse analysis also. Thus, the hypothesis G2 is affirmed; 2) Different understanding of civil resistance in the institutions. Policy makers see civil resistance as important component of national security, but not essential. It means, that the Hypotesis G1 was only partially confirmed; 3) There is a lack of correlation and interaction between policies developers and implementers; 4) There is no unified strategy in Lithuania to be implemented to organize and coordinate civil resistance. This means that the Hypotesis G3 proved to be good. This research should be of benefit to all Lithuanian national security defense policy researchers in the future by exploring civil resistance more widely. During the study, the weaknesses of the Lithuanian concept of civil resistance could be identified in the future, revised and implemented in practice, which can contribute to strengthening national security. |
