The role of nonprofit organizations in provision of social services for children and families

Popis: Cilj ovog rada je dati pregled u ulogu i značaj neprofitnih organizacija u pružanju usluga podrške roditeljstvu u Hrvatskoj i nekoliko europskih zemalja. Roditeljstvo se u posljednjih nekoliko desetljeća počinje promatrati kao društven resurs i vrijednost koji ima ključnu ulogu za razvoj dobrobiti djeteta, ali i novih generacija u društvu. Stoga zahtjeva podršku i zaštitu, pa tako mnoge zemlje počinju razvijati politiku po-drške roditeljstvu kao novo područje obiteljske politike. Smatra se da podrška rodi-teljstvu ima obilježja socijalnog ulaganja. Usluge podrške roditeljstvu su raznolike, često ih pružaju i neprofitne organizacije, koje su u Europi imale značajnu ulogu u razvoju i pružanju usluga podrške roditeljstvu. U Hrvatskoj usluge podrške roditelj-stvu najviše pružaju javne ustanove, no prepoznata je i uloga udruga kao pružatelja tih usluga. U Hrvatskoj bi za povećanje dostupnosti i širenje usluga podrške roditelj-stvu bilo nužno informiranje i senzibilizacija javnosti o dostupnim uslugama, važnosti i pravima roditelja na podršku pri čemu svoji doprinos mogu dati i udruge koje se bave roditeljstvom i djecom. Za razvoj usluga podrške roditeljstvu, između ostaloga, ključna je i suradnja između tijela središnje i lokalne vlasti i neprofitnih organizacija, najčešće putem socijalnim partnerstva.
The aim of this paper is to provide an overview of the role and importance of non-profit organizations in providing parenting support services in Croatia and several European countries. In the last few decades, parenting has begun to be viewed as a social resource and value that plays a key role in the development of the well-being of the child, but also of new generations in society. It therefore requires support and protection, so many countries are beginning to develop parenting support policies as a new area of family policy. Parental support is considered to have the characteristics of social investment. Parental support services are diverse, often provided by non-profit organizations, which have played a significant role in the development and provision of parental support services in Europe. In Croatia, parenting support services are mostly provided by public institutions, but the role of associations as providers of these services is also recognized. To increase the availability and expansion of parenting support services in Croatia, it would be necessary to inform and sensitize the public about available services, the importance, and rights of parents to support, with the participation of associations dealing with parenting and children. For the development of parenting support services, among other things, cooperation between central and local government bodies and non-profit organizations, most often through social partnerships, is crucial.
