The registration of traffic accidents in Flanders: Localization problems

Popis: The registration of traffic accidents is crucial for a successful choice of traffic safety policy measures. The better the quality of the registration process, the more possibilities policy makers have to evaluate their traffic safety policy. This paper discusses the registration of traffic accidents in the Flemish Region and the problems the process faces with regards to the localization of the accident itself in particular. Due to the many policy levels in Belgium, this registration process shows to be a quite complex matter with many process steps and actors involved. This complexity has a significant effect on the quality (i.e. completeness, accessibility, correctness, accuracy, consistency and up-to-dateness) of the road accident data and its localization. Geographically pinning the exact location of a traffic accident is not an easy matter and due to the many organizations involved it lacks consistency. Police zones often use different localization methods and tools to implement it in a Geographic Information System (GIS). But traffic accidents are also localized at the level of the Flemish Government by the provinces which can be different from the localization data at the local level (police zones). This lack of uniformity has a large effect on the quality of traffic accident data. We confront the findings of the report by the Policy Research Centre Mobility & Public Works, track Traffic Safety and the results of the Spatialist research project which is an interdisciplinary project with regards to the further development of the Geographic Data Infrastructure (GDI) in Flanders. In our evaluation we discuss the current main difficulties of the traffic accident registration process in Flanders.
