To address wicked problems and to increase public value, public sector innovation labs are being set up around the world. Yet these innovation labs vary widely. This high heterogeneity makes it very difficult to determine the actual impact of innovation labs on the innovation capacity of the public sector. Therefore, this conference article presents a typology to allow structuring the landscape of different innovation labs for a later evaluation of their impact. The proposed typology is covering three perspectives: 1) value (intended impact of the labs and target groups), 2) network (stakeholders and collaborative arrangements) and 3) governance (role of government or public administration). This typology is based on scientific literature and serves to purposely select cases that are then compared with regards to the building of innovation capacity. |
