Popis: | We study moral responsibility of individual agents in the context of negative externalities and motivation crowding and focus on two questions. (1) Is responsible behavior sufficient for Pareto efficiency? (2) Which policy instruments (i.e. taxation, information, and a policy mix of both) lead to Pareto efficiency? We develop and implement a linear motivation crowding model with a consumption externality and asymmetric power structures. We find that responsible behavior diminishes market failure but is unlikely to ensure Pareto efficiency. Taxation is efficient if the crowding effect is smaller than the tax’s price effect. Information alone is unlikely to ensure Pareto efficiency but may diminish market failure.Complementing a tax, information may turn a tax into an efficient instrument. |
