I cambiamenti in atto nella Welfare in Italia, in Europa e nel mondo sono costantemente in movimento, ed in particolare nella nostra nazione a seguito della riforma dell’articolo n.118 della costituzione molti non hanno ancora colto il cambiamento epocale di approccio alle politiche sociali ovvero la maggiore responsabilità che lo stato, di fatto, riconosce ai differenti attori sociali e conseguentemente alla comunità locale nella programmazione delle politiche sociali, nella loro innovazione e nel loro potenziale essere leva di cambiamento e di sviluppo.Si sollecita, quindi, un confronto sistematico tra teoria e pratica come modalità di lavoro per orientare l’azione e rileggere le scelte, i desideri e le aspettative di chi lavora alla costruzione del welfare locale. L’analisi si sviluppa su diversi livelli, configurando un approfondimento storico ed evolutivo degli organismi sociali riconosciuti in Italia come principali attori nella costruzione di sistemi di welfare community, oltre che porgere uno sfondo di lettura legato ai mutamenti mondiali ed europei de welfare post crisi economico In particolare per accelerare la transizione verso un terzo settore produttivo è necessario l’impiego di nuovi strumenti per dotare il sociale di una infrastruttura finanziaria, ad oggi carente in Italia. La stessa task force del G8 dedicata al sociale, ha prospettato il ricorso a strumenti quali il social lending, il microcredito, i social impact bond e i social bond, strumenti che basano la remunerazione dell’investimento sulla base dell’impatto generato dalle politiche sociali. The changes taking place in Welfare in Italy, in Europe and in the world they are constantly on the move, and in particular in our nation following the reform of article n.118 of the constitution many have not yet grasped the epochal change of approach to social policies or the greater responsibility that the state, in fact, it recognizes the different social actors and consequently the local community in the planning of social policies, in their innovation and in their potential to be a lever for change and development. It therefore calls for a systematic comparison between theory and practice as a working method to guide action and reread the choices, desires and expectations of those working on the construction of local welfare. The analysis is developed on different levels, configuring a historical and evolutionary deepening of the social organisms recognized in Italy as the main actors in the construction of welfare community systems, as well as offering a reading background linked to the global and European changes in the post-economic welfare crisis In particular, to accelerate the transition to a third productive sector, it is necessary to use new tools to equip the social sector with a financial infrastructure, which is currently lacking in Italy. The same task force of the G8 dedicated to the social, has proposed the use of tools such as social lending, microcredit, social impact bonds and social bonds, tools that base the remuneration of the investment on the basis of the impact generated by social policies. |
