The objective was to investigate the relevance of continuing education offered to school managers and the effectiveness of these training courses. The dimensions investigated are guided by an emancipatory and democratic model, which is defended in this writing, as a possible proposal of formation based on political-pedagogical, ethics, and a re-signified technique, for the issue of training by competences, qualitative approach and case study, with observations, semistructured interviews and documentary research. Six members of the State Department of Education of the Federal District participated in the research, who work in school management teams in their respective education units. Theoretical fundamentals pervade the training courses offered in Brazil and in the Federal District, a historical course on the training of managers in Brazil, an approach to training by competences based on theorists such as Helo??sa Luck, Vitor Henrique Paro, Marli Andre, Bernardete Gatti, and Zigmunt Baumam, who provide the basis for the study. It is concluded with the research that the formation of managers is still bound to the bureaucratic and administrative perspective, and its effectiveness is not objectively revealed; there is a disconnection with what is studied in the courses and the work context of the managers. The training by competences can configure new approaches to the formative process where the ethical dimension appears with prominence and relevance, and, to give the protagonist of the managers in the continued formation. Esta pesquisa apresenta um estudo em duas escolas de Educa????o B??sica do Distrito Federal (DF) que t??m como tema a forma????o de gestores escolares por compet??ncias. O objetivo foi investigar a relev??ncia da forma????o continuada oferecida aos gestores escolares e a efetividade dessas forma????es. As dimens??es investigadas direcionam-se por um modelo emancipador e democr??tico, esse defendido neste escrito, como uma poss??vel proposi????o de forma????o fundamentada no pol??tico-pedag??gico, na ??tica, e numa t??cnica ressignificada, para a quest??o da forma????o por compet??ncias Trata-se de uma abordagem qualitativa, de estudo de caso, com realiza????o de observa????es, entrevistas semiestruturadas e pesquisa documental. Participaram da pesquisa seis servidores da Secretaria de Estado de Educa????o do Distrito Federal que atuam em equipes de gest??o escolar, em suas respectivas unidades de educa????o. A fundamenta????o te??rica perpassa os cursos de forma????o oferecidos no Brasil e no DF, um percurso hist??rico sobre a forma????o de gestores no Brasil, uma aproxima????o sobre a forma????o por compet??ncias baseada em te??ricos como Helo??sa Luck, Vitor Henrique Paro, Marli Andr??, Bernardete Gatti, e Zigmunt Baumam, que d??o fundamento ao estudo. Conclui-se com a pesquisa que a forma????o de gestores ainda est?? vinculada ?? perspectiva burocr??tica e administrativa, e sua efetividade n??o se revela objetivamente; nota-se uma desvincula????o com o que ?? estudado nos cursos e o contexto de trabalho dos gestores; a forma????o por compet??ncias pode configurar novas abordagens ao processo formativo onde a dimens??o ??tica aparece com destaque e relev??ncia, e, ainda, oportunizar o protagonismo dos gestores na forma????o continuada.
