BENCHMARKING OF GOVERNMENT SCHOOLS IN BRAZIL: PROPOSED IMPROVEMENTS TO ESCOLA DE SERVIÇO PÚBLICO DO ESTADO DA PARAÍBA - ESPEP

Popis: | The survival of organizations in the current market is increasingly dependent on the ability they have to follow the environmental changes. The search for processes improvement and best management practices can produce unquestionable competitive results, even in public organizations. In this sense, there is the Benchmarking characterized as a continuous analysis process of best practices and best methods that will result in a superior performance. The present study aimed to apply the benchmarking in government schools in Brazil with the intent of improving the practices of the Escola de Serviço Público da Paraíba - ESPEP. This article, of applied and descriptive nature, follows with the survey of data based on government schools in Brazil and makes use of literature research in journals, periodicals, articles and the schoolsâ own websites from 22 Brazilian states, besides the Escola Nacional de Educação Pública - ENAP. The data analysis collected from best practices from government schools was made based on the following aspects: courses offered, teaching modalities, interactivity, and initiatives, programs and actions. The results were presented as proposals of improvement (action plans) for each one of the aspects, resulting in a complete plan of improvement for the ESPEP. A sobrevivência das organizações no mercado atual depende cada vez mais da capacidade que elas têm de acompanhar as mudanças do ambiente. A busca pelo aperfeiçoamento dos processos e por melhores práticas de gestão podem gerar resultados competitivos inquestionáveis, inclusive em organizações públicas. Nesse sentido, tem-se o Benchmarking que se caracteriza como um processo contínuo de análise das melhores práticas e dos melhores métodos que resultarão em um desempenho superior. O presente estudo teve como objetivo realizar o benchmarking nas escolas de governo do Brasil visando à melhoria das práticas da Escola de Serviço Público do Estado da Paraíba - ESPEP. Este artigo, de natureza aplicada e descritiva, segue com o levantamento de dados acerca das escolas de governo do Brasil e se utiliza de pesquisa bibliográfica em revistas, periódicos, artigos científicos e nos próprios websites das escolas de 22 estados brasileiros, além da Escola Nacional de Administração Pública - ENAP. A análise dos dados coletados das melhores práticas das escolas de governos do país foi feita com base nos seguintes aspectos: cursos oferecidos; modalidades de ensino; interatividade; e iniciativas, programas e ações. Os resultados foram apresentados na forma de propostas de melhoria (planos de ação) para cada um dos aspectos, resultando em um plano completo de melhoria para a ESPEP. |
