Kaunas; 2017. 93 p. Aim of the study. To assess the economic burden of the law violations, associated to alcohol consumption. Methods. It was a descriptive observational study. Statistical data was collected in a period of 2016-2017. The data of study was received from the Information and Communications Department, Lithuanian Traffic Police Office, Health Information Center in Institute of Hygiene. Economic damage in justice system, associated to consequences of alcohol use were evaluated in this work: damage caused by drunk individuals, expenses of the police, courts and prison. Statistical analysis was performed using Microsoft Office Excel 2007 and IBM SPSS Statistics 22.0 statistical packages. A linear regression analysis was used (with a coefficient of determination (R2) and the regression equation). P-value less than specified significance level (0.05) was considered significant. Results. The largest part of all violent crimes from 2010 to 2015 was commited by drunk individuals. Assessment of deaths related to drunk drivers in 2003-2016 showed that drunk drivers were responsible for more accidents than pedestrians. The average number of registered traffic accidents where people were killed due to intoxicated pedestrians was 9.43 percent of all cases, due to intoxicated drivers - 15.85 percent. Overall, the number of deaths caused by traffic accidents and crimes due to alcohol use decreased in 2010-2015. The highest burden of alcohol caused deaths was found in age group of 45-54 years. In 2010-2015, about 52 thousand years of potential life lost (YPLL) due to an alcohol consumption related death. In Lithuania, during 2014, a total burden related to alcohol consumption was about 26 715 629 Eur (37 percent of which were incarceration costs, 28 percent – prie-trial investigations, 16 percent – crime damage, 16 percent – courts, 2 percent – police responding costs, 1 percent – arrests). Conclusions. The total number of offences related to drunk persons has doubled in a period of 2010-2015. Overall, the number of deaths caused by traffic accidents and crimes induced by alcohol use decreased in 2010-2015. In 2014, the economic burden of violations of the law related to alcohol consumption possibly could have reached about 27 million Eur. Key words. Alcohol, harm, economy, justice. |
