Popis: | В статье обоснован приоритет государственной политики в сфере образования, необходимость совмещения в ней противоречивых мотивов поведения различных субъектов образовательного процесса, заинтересованных лиц и организаций. В качестве существенного компонента государственной политики в сфере образования указан определенный баланс между инновационными процессами и консервативными, сдерживающими тенденциями в образовании, во многом связанными с безопасностью самого государства. In the modern fast-changing world the education gains crucial importance. It becomes an important growth factor in the competition of continents, regions, states, political, social, economic structures and individuals. Education became the arena of clashes of different tendencies, ideas, attitudes, doctrines, programs, methods, estimates, etc. Comprehensive analysis the phenomenon of modern education and identifying certain trends that occur in the course of its development is of the most immediate interest. This analysis can subsequently become the basis for the development of strategy and tactics of education policy especially within individual states, for civil society actions and definition of priorities for individual development of personality. We allocated valuable, system, processual and effective aspects of education as object of research and attempted to comprehensively analyze the present and future of education from a position of four allocated aspects. The authors proceed from the fact that the allocated aspects of understanding of education form a complex picture because predetermine the changes each other, but at the same time have underlying logic of development. We held our research using general philosophical approaches (first of all axiomatic), common approaches developed in the framework of the philosophy of education, philosophy, personality, social philosophy, political science, sociology, psychology and pedagogy. As a result of our research, priority of state policy in educational sphere and need to combine the contradictory behavior pattern of the various actors in educational process, interested individuals and organizations were reasonable. We have shown a balance between innovation and conservative processes, constraining tendencies in education is specified as an essential component of a state policy in the sphere of education. So, innovation, which includes from non-governmental spheres, undoubtedly stimulates further development of all society and education in particular, and the conservative, restraining tendencies in education related to the security of the state. On the basis of the material presented in this paper, we came to the conclusion education demands close attention from the general public, including scientific, with polemical discussion, of all selected aspects of education. Mistakes in the state educational policy can not only destroy the society, the state, to restrain their development, but have a crippling effect on the personality of the individual. |
