Popis: Importance of the problem of affordable housing for the poor and for those citizens to whom the state has obligations («the northerners», military personnel and members of their families, «Chernobyl veterans», having many children, etc.) is not questioned. However, the article formulate and substantiated the thesis about the importance and availability of housing for those groups of people who have a certain capital. In addition to considering the features of ecological, investment and luxury housing the special place is given to the formation of the theory of «living house».
