Popis: Затронуты актуальные аспекты совершенствования кадровых технологий в деятельности государственной гражданской службы на примере Томской области. Актуальным направлением повышения эффективности гражданской службы является внедрение современных кадровых технологий, обеспечивающих кадровое планирование, качественный отбор на гражданскую службу, совершенствование квалификационных требований к должностям, развитие системы мотивации служащих и их профессионального развития. Рассматриваются вопросы, связанные с формированием кадрового резерва региона.
Technology plays an important role in management, its application can meet the challenges of the human resources strategy of any organization and, in particular, those of the authorities. Despite the achieved results in realization of the program “Development of the civil service of Tomsk Oblast for 2010-2013”, the staffing processes in public administration are in need of being improved. A topical focus of improving the efficiency of the civil service is the introduction of modern staffing technologies which would enable human resource planning, qualitative selection of those to work in civil service, improving the qualification requirements for the positions, enhancing motivation of employees and their professional development. It should be noted that current practices in public administration, particularly the State civil service, increasingly require a proper selection of highly professional, responsible and dynamic leaders and managers. In the civil service of Tomsk Oblast the staffing processes are being constantly improved within the sector of human resources: the procedures of putting classified ads for vacancies as well as the process of application, interviewing and inclusion into the list of personnel reserves have been systematized. When selecting candidates, a strong focus is put on the assessment of business and personal qualities of a candidate through a range of competitive procurement procedures; special attention is paid to the formation, development and effective use of the personnel reserve; the mentoring system and the effectiveness of the probation period are being improved when considering the acceptance to the civil service. IT-technologies in personnel management information system are also being enhanced. Currently we use: the system of the staffing provisions of the civil service of Tomsk Oblast on the basis of “1C: Enterprise” which allows us to create a centralized information database of candidates from the staffing provisions of the executive authorities of Tomsk Oblast; a new concept of “personnel policy” section on the official Internet site of Tomsk Oblast Administration is being developed which would make the information on current and projected vacancies even more open and accessible to the public. Realization of modern human resource technologies in public service is an essential tool to control quantitative and qualitative characteristics of the formation of the staff leading to the achievement of important objectives such as the creation of a highly qualified team of employees in public administration and strengthening the positive image of Tomsk Oblast authorities as a working place, providing the best opportunities for realization of innovative, creative potential of the citizens of Tomsk Oblast.
