In the light of recent emphasis on material accountability in the Navy's supply system, Naval Supply Centers (NSCs) need a method for evaluating commercial security practices and adapting them for use in the military environment. Local delivery is an especially vulnerable stage in the physical distribution process for both commercial and military activities. This study surveys three commercial local delivery operations. Private sector local delivery systems studied are described and security measures they use are discussed in the context of their total system. Their effectiveness at providing shipment integrity and minimal delivery delay is compared with similar measures of effectiveness calculated using Naval Supply Center, San Diego delivery statistics.
