Popis: This study investigated the role of the Philippine armed forces intelligence community in the fight against terrorism within the Southern Philippines, the challenges it faced in recent years, and its role in not preventing and ending three major incidents: the Zamboanga Siege (2013), the Mamasapano Massacre (2015), and the Marawi Siege (2017). While the Mamasapano Massacre involved a failed offensive led by the Philippine National Police, the sieges were instigated by Islamist extremists. The theories of preventive action and patron-client relations help explain how and why the involvement of the intelligence community was not sufficient to predict the intent and capability of the Islamist terror groups. The intelligence community is constrained by the complexities of poorly implemented peace agreements in Mindanao, multiple highly complex threats, inconsistent diffusion and fusion of intelligence, limited resources, and competition. Recommendations to mitigate these issues and prevent future attacks focus on stakeholders with varying degrees of importance and influence.
