PPBS is analyzed as to whether it can improve planning and budgeting as well as general management in the R.P. government. PPBS fundamentals, evolution, and experiences with emphasis on areas where difficulties of understanding and compliance were encountered are discussed and related to the R.P. conditions. Important uses of PPBS for development planning and budgeting as well as to complement on-going administrative reforms are presented. The structural and information aspects of PPBS are suggested as being implemented informally in the R.P. as a result of on-going administrative reforms which include reorganization and preparation for shifting to a parliamentary form of government, a form where PPBS is found to be more suitable.
