Lietuvos laisvės bylai reikšminga tai, kad šiame tarptautiniame forume buvo keliami žmogaus teisių principo pažeidimai okupuotoje Lietuvoje, neteisėtas Baltijos kraštų inkorporavimas į Sovietų Sąjungą. Straipsnyje apžvelgiamas laisvosios lietuvijos politinių organizacijų (VLIK'o, ALT, PLD) pasirengimas Madrido susitikimui ir dalyvavimas jame. Having lasted for about 96 weeks (8 November 1980 -9 September 1983) in Madrid, the Conference on Security and Co-operation in Europe (SCE) further proceeded with the dialogue between East and West. The Lithuanians communities abroad considered this forum of significant importance to the process of Lithuania independence case. Seeking to raise the issue of occupation of the Baltic States, therefore, all the major political organizations (Supreme Committee for the Liberation of Lithuania VLIK, Council of American Lithuanians ALT, World Lithuanian Community WLC) were putting all efforts to influence the USA administration, the senate and the House of Representatives since the very end of the Belgrade Conference. In 1979 the USA Congress adopted a resolution where it was stated that the Helsinki agreements ensure the free self-determination right for the Baltic States. It was the third USA Congress document which discussed the Baltic independence case during the post-war period. Despite disagreements between and within the organizations and KGB attempts to suppress the defense of the Lithuania issue, the Lithuanian emigre organizations succeeded in ensuring the continuity of the Lithuanian Diplomatic Service (LDS) work. A Lithuanian person (Rimas Česonis) was registered a candidate into the USA delegation. There were also published documentary works analyzing the situation in the country under the Soviet regime (authors: Tomas Remeikis, Algirdas Budreckas, Juozas Pajaujis, Bronius Kazlas). The protest of 45 people from the Baltic states regarding the Ribentrop-Molotov pact outcomes in the Baltic States made in Moscow on 23 August 1979 had international repercussions. On 13 January 1983 the European Parliament adopted a resolution where they appealed to the De-colonization Commission of the United Nations Organization (UNO) and also convened the Madrid Conference to consider the situation in the Baltic States. On 28 July 1983 the USA Ambassador at the UNO, Mrs. Jin J. Kirkpatrick also raised the issue of the Baltic States. The Madrid Conference has referred to the name of Lithuania on repeated occasions. Considering the problem of human rights, a declaration regarding the Lithuanian political prisoners in the Soviet prisons has been made. The principle of the self-determination of nations was suggested to be applied to the Baltic States unlawfully incorporated into the USSR. The USA delegation chairperson Mr. Max M. Kampelman called the Soviet occupation of the Baltic States as ,,an imperialistic occupation". During the period analyzed (1978-1983) the main objectives that the free Lithuanian emigre organizations had in their struggle for free Lithuania were: 1) that USA and other democratic Western countries would continue the policy negating the incorporation of Lithuania into the USSR; 2) that Helsinki, Belgrade, Madrid and other conferences on Security and Co-operation in Europe would uphold the view regarding the process of Lithuania's freedom; 3) to form the opinion of the West about the existing situation in Lithuania under the Soviet occupation, in conformity to the principles, especially the ones regarding the human rights issue, declared in the Helsinki Final Act. |
