UN Reform Scenarios

Popis: The article is devoted to the systematization of the initiatives of international relations actors as to the search for effective scenarios for reforming the United Nations Organization, which has significantly lost its authority, turning into a humanitarian player of international relations, while at the same time losing its ability to ensure peace and balance of world forces. The article highlights the reasons for such a decline, as well as global preconditions in the search of a new meaningful filling of UN powers and its structural subdivisions, in particular: the geopolitical factor, which is characterized by the completion of world decolonization, the collapse of several union states at once, and the qualitative political transition from totalitarian systems to stable democracies; the increase in the number of conflicts between states of a cross-sectoral nature, and the importance of the role of special UN agencies in their resolution; the expansion of global problems of humanity and the inconsistency of international law with new challenges; the violation of the principle of equality and objectivity as to the crises response depending on the region and the state development, etc. By drawing up a comparative sample and diagram based on summarized data, it was possible to identify the most relevant directions of UN reformation, which were advanced (published) in the form of separate scenarios, reports and projects. The study revealed that the following aspects of the Organization functioning were mostly the objects of UN reform: optimization of the Secretariate; powers of the General Secretariat; decision-making procedure, changing the composition and powers of the UN Security Council; institute of the veto right in the UN Security Council; regional agency; programs and projects financing. It was found that those scenarios of reforming UN, which contained offers of administrative nature, achieved high-quality implementation. Accordingly, this continues to actualize the search by states for new forms of efforts consolidation in order to reform UN on the most critical issues.
