Popis: When examined according to central and populist orientations can be understood that Demirel's a real prototype representation of second orientation. For this he has defended development strategy of Turkey with a democratic management instead of an authoritarian management. Popular orientated frames that came to power since 1950 had been sent away from management by the powers of central orientated soldier and civil bureaucracy in 1960, 1971 and 1980. Two of this movement had been realized against Demirel's administrations. Thus coup d'etat tradition started and covert militarism was born in Turk public management history. Demirel, in his government period and legal power window, was in fight to push down militarism by making up a public opinion when he was forbidden to make policy and when he was the leader of the main opposition party. Also his democracy intelligence includes an opposite reaction to militarism. Demirel's democracy intelligence has two cultural source: These are Islamic Culture History and West Culture History. His democracy intelligence is consist of five main elements: National will, independent election, human main rights and indepence, political parties and opposition. And also distinction of person and citizen, citizens claim to their vote, equality and open community and open regime etc and principles like these are the most important concepts according to him. Qualities of a modern government are the encouraged subject according to Demirel in democracy topic. He stresses these qualities as constitutional law government or superiority of low, Democratic Republic, laicism and social comfort.
