Javne univerze, kot javne nepridobitne organizacije, pridobivajo sredstva od države. Omejenost proračunskih sredstev in nezadostnost virov sta težavi, s katerima se srečujejo vse države. Učinkovitost in uspešnost poslovanja javnih univerz je težko izmeriti, če jih opazujemo samostojno, zato jih primerjamo z drugimi tovrstnimi inštitucijami. Osredotočili smo se na primerjavo štirinajstih javnih univerz iz sedmih držav. V teoretičnem delu naloge smo proučili in predstavili institucionalne okvire delovanja univerz v Sloveniji, Kanadi, Veliki Britaniji, Avstraliji, ZDA, Singapurju in na Danskem. Proučili smo pojme učinkovitosti in uspešnosti izvajanja dejavnosti na javnih univerzah, da bi ugotovili, katere so bistvene razlike med kazalniki. Opredelili smo kazalnike za merjenje notranje in zunanje učinkovitosti in uspešnosti izobraževanja. Raziskali smo vsa javno dostopna poročila o kakovosti, letna in finančna poročila za vsako univerzo posebej. V nadaljevanju smo proučili in primerjali finančne in nefinančne podatke izbranih univerz. Izračunali smo finančne in nefinančne kazalnike za vsako univerzo posebej in ugotovili, kakšne so razlike med proučevanimi univerzami na podlagi teh kazalnikov. Na podlagi zbranih kazalcev in kazalnikov ter izračunanih kazalnikov smo na koncu presodili, katera izmed proučevanih univerz je najboljša. Public universities, as a public non- profit organizations acquire funds from the state. The limited budgetary resources and the inadequacy of resources are problems for all countries. The efficiency and effectiveness of public universities is difficult to measure if they are viewed independently. In order, to identify the advantages and disadvantages, we compared with other similar institutions. We focused on comparing fourteen public universities from seven countries. In the theoretical part of the thesis, we investigate and present institutional frameworks of universities in Slovenia, Canada, Great Britain, Australia, United States of America, Singapore and Denmark. We examined the concepts of efficiency and effectiveness of the implementation of activities at public universities, in order to determine which are the main differences between the indicators. We have identified indicators for measuring internal and external effectiveness and efficiency of education. We have explored all publicly available reports of quality, annual and financial reports for each university separately. Below, we examine and compare the financial and non-financial data of selected countries. We calculated the financial and non- financial indicators for each university individually and find out which are the differences between the studied universities on the basis of these indicators. Based on the collected and calculated indicators, we finally assessed, which of choosen universities is the best. |
