Popis: | Država ima na voljo učinkovit model za povezovanje z zasebnim sektorjem. Model javno-zasebnega partnerstva pomaga državi in lokalnim skupnostim nadomestiti vso pomanjkljivo znanje, izkušnje in proračunska sredstva s sodelovanjem z zasebnim sektorjem. Za uspešno sodelovanje med sektorjema je potrebna velika mera zaupanja med partnerjema, pripravljenost za delitev tveganja in financiranja ter dolgoročnejši pogled na samo partnerstvo. Partnerja lahko izbirata med različnimi oblikami modelov in sicer odvisno od značilnosti projekta. Kljub temu, da je Slovenija leta 2007 sprejela zakon o javno-zasebnem partnerstvu se le-ta šele dobro razvija. Menimo, da bodo izkušnje in zgled drugih razvitih Evropskih držav prinesli dobre rezultate na področju javno-zasebnega partnerstva v Sloveniji. JZP je v Sloveniji nujno na področju zagotavljanja javne infrastrukture, saj država in lokalne skupnosti niso zmožni zagotoviti tako velike količine finančnih sredstev za gradnjo in vzdrževanje javne infrastrukture. Every country has established its own unique and effective model for cooperation between private and public sector. Each model of public-private partnership (PPP) helps both, state and local communities, to replace a lack of knowledge, experience and financial resources by co-operating with private sector. Both of the partners in PPP must trust each-other, they have to be willing to allocate risks and inputs, and have to look on partnership in a long term. Depending on the nature of project, partners can choose between different models of partnership. Slovenia adopted a law on PPP in 2007, but its use is still developing. Lessons learned and experience from others developed countries, where the results of PPP are good, can in our opinion affect the growth of PPP in Slovenia. PPP in Slovenia can be mostly used for providing public infrastructure, because the state and local communities by itself, do not have enough financial assets to build an maintain those public infrastructure. |
