Popis: | Ob hitro naraščajočem cestnem prometu je problematika prometne varnosti na cestah tako v Sloveniji kot v svetu že nekaj let med najbolj izpostavljenimi. Prometna varnost je odvisna od vrste dejavnikov. Infrastruktura je samo eden izmed elementov prometne varnosti in zagotavlja osnovni nivo varnosti oziroma temeljno varnost. Načelo odpuščanja napak voznikov predstavlja temelj koncepta “odpuščajočih cest”, gre namreč za sodoben pristop zagotavljanja varnejših cest, s katerim je mogoče preprečiti ali znižati določen odstotek prometnih nesreč, katerih vzroki so napake voznikov. Koncept je inženirski pristop, ki na način ureditve cestne infrastrukture in obcestja (ob upoštevanju fizičnih omejitev ter zmožnosti) izključi možnosti za človeške napake do neke mere in tako zagotovi zmanjšanje števila prometnih nesreč oziroma preprečitev njihovih hudih posledic. V magistrskem delu smo proučili osnovna izhodišča problema prometnih nesreč motoristov, namen in rešitve koncepta “odpuščajočih cest”. Na podlagi teh podatkov smo določili nekatere ukrepe načrtovanja varne cestne infrastrukture in obcestja za motoriste, ki izhajajo iz primerov dobrih praks evropskih držav s področja zagotavljanja varnejše cestne infrastrukture. With rapidly rising road traffic, road safety issues in Slovenia and in the world in the past years have been among the most vulnerable. Traffic safety depends on a number of factors. Infrastructure is only one of the elements of road safety and as such provides the basic level of safety. The principle of redundant driver errors is the foundation of the concept of "forgiving roads", which is a modern approach to safer roads, which can prevent or reduce a certain percentage of road accidents, the causes of which are drivers' errors. The concept is an engineering approach that excludes the possibility of human error to some extent by means of regulating the road infrastructure and roadside (taking into account physical limitations and capabilities), thus ensuring a reduction in number of road accidents or preventing their serious consequences. In the master's thesis, we examined the basic starting points of the problem of road accidents of motorcyclists, as well as the purpose and solutions of the concept of "forgiving roads". Based on this information, we have set out some measures for the design of a safe road infrastructure and roadsides for motorcyclists, which are derived from the examples of good practices in some European countries in the field of providing safer road infrastructure. |
