Informatizacija poslovnega sistema predstavlja medsebojno povezane in prepletene sisteme, ki z uvedbo informacijske tehnologije v postopkih oblikovanja, shranjevanja, obdelave in iskanja informacij omogočajo prilagoditev informacijskih tokov in informacijskih povezav novim tehnološkim možnostim, spremembo organizacije dela in organizacijskih struktur ter prenovo poslovnih procesov. Upravljanje z informacijami in informacijskimi viri sodi v področje managementa informatike. Javni sektor je tako pomemben kot zasebni sektor in v veliki meri vpliva na izvajanje gospodarskih procesov in naše vsakdanje življenje. Obdobje informacijske družbe se razvija nadvse hitro in dinamično. Ta razvoj prinaša številne novosti, tako na področju ponudbe, kot povpraševanja po novih storitvah in sprememb v sodobni družbi in posledično tudi v delovanju državnega sektorja. Elektronsko poslovanje je realnost in postaja čedalje bolj pomemben vezni člen. Elektronsko poslovanje in moderne informacijske tehnologije so vse bolj prisotne v vsakdanjem delu javne uprave. Omogočajo lažje, hitrejše in kakovostnejše delo in posledično tudi večje zadovoljstvo strank. Namen elektronskega poslovanja elektronskih računov je opustitev papirnate oblike poslovanja in papirnatih računov ter poenostavitev ter pohitritev celotnega toka informacij. Uporaba informacijske tehnologije omogoča doseganje strateških ciljev, ki se bodo odvijali hitreje, ceneje in bolj kakovostneje. V javni upravi zlasti v državni upravi nastajajo dokumenti, ki so dokumentarno gradivo in zahtevajo podporo informacijskega sistema za ustvarjanje organiziranje, posredovanje in hranjenje v elektronski obliki. Implementiran sistem predstavlja podporo za poenotenje informatiziranih poslovnih procesov finančnega poslovanja in upravljanja dokumentarnega gradiva. V magistrski nalogi smo v teoretičnem in empiričnem delu s pomočjo študije primera obravnavali informacijski sistem pisarniškega poslovanja, ki predstavlja ogrodje elektronskega poslovanja organa državne uprave in informacijski sistem, ki se uporablja za standardizirane in formalizirane postopke, kot jih zahtevajo računovodski predpisi. Implementacija upravljanja z dokumentnim gradivom in finančnega poslovanja predstavlja ključno povezavo za spremljavo internih postopkov delovanja državnih organov, kar predstavlja osnovo kakovosti delovanja in celovito podporo procesom v javni upravi. Poenotenje postopkov državnih organov (e-odredbe, e-račun, e-podpis) pomeni celovit in sodoben informacijski sistem za podporo sistema za upravljanje z dokumenti in finančnim sistemom. V raziskovalnem delu smo ugotavljali optimizacijo delovnih postopkov, spremembo poslovnih procesov, življenjski cikel dokumentov, sledljivost dokumentov ter nadzor nad procesi. Magistrska naloga celovito odgovarja na zastavljena raziskovalna vprašanja ali informacijski sistem omogoča zanesljivost in povezljivost, informacijsko varnost, sledljivost dokumentov v elektronski obliki ter njihovo upravljanje in nadzor. The informatization of the business system presents interconnected and interwoven systems introducing information technology in the process of creating, storing, processing and searching of information will enable the adjustment of information flows and information connections to new technological options, change the organization of work and organizational structures and renewing of business processes. Information management and information resources management belongs in the scope of management information systems. The public sector is as important as the private sector and has a large impact in implementation of economic processes and in our everyday lives. Information society is evolving fast and dynamic. This development brings a number of innovations in the field of supply, as demand for new services and changes in contemporary society, and, consequently, in the functioning of government sector. E-business is a reality and is becoming increasingly important linker. E-business and modern information technologies are increasingly present in a daily work of the public administration. The work is easier, faster and better greater is also customer satisfaction. The purpose of e-business and electronic invoicing is abandoning paper business forms and paper invoices, and to simplify and speed up the overall information flow. Use of information technology enables the achievement of strategic objectives, which will take place faster, cheaper and qualifiedly. In public administration, particularly in the state administration, emerging documents are documentary materials and require the support of an information system for creating, organizing, transmitting and storing in electronic form. The implemented system provides support for the unification of computerized business processes, financial management and management of documentary material. In this master’s thesis, in the theoretical and empirical part, implementing case studies, we discussed information system of the office management, which represents the backbone of electronic commerce authority of the state administration and information system, which is used for a standardized and formalized procedures, as required by accounting rules. Implementation of management with a documentary material and financial management is a key link for the monitoring of internal operating procedures of state authorities, which forms the basis of the quality of operations and comprehensive support processes in public administration. Unification of procedures of state bodies (e-order, e-bill, and e-signature) is a comprehensive and modern information system for the support system for document management and financial systems. In research we assessed optimization of work processes, modification of business processes, and the life cycle of documents, document traceability and process control. Master's thesis comprehensive answers the research questions if information system enables reliability and connectivity, information security, traceability of electronic documents and their management and control. |
