Izobraževanje in usposabljanje spadata med pomembnejše naloge vsake sodobne organizacije, tudi organizacij v javni upravi. Znanje in usposobljenost zaposlenih v javni upravi je pogoj za učinkovito delo, kar nenazadnje povečuje zadovoljstvo uporabnikov. V diplomski nalogi sem raziskovala potek izobraževanja kmetijskih svetovalcev za aplikacijo Zajem 2010. Želela sem ugotoviti, kje se pojavljajo pomanjkljivosti dosedanjih izobraževanj in tako pripraviti podlago za odpravo le-teh. Pomembno pa je tudi ugotoviti kaj je tisto, kar izobraževanje dela uspešno in učinkovito ter te dejavnike še okrepiti. Skušala sem poiskati odgovore na vprašanja raziskave — kaj je cilj izobraževanja za delo z aplikacijo Zajem 2010, komu je to izobraževanje namenjeno, kako pridobiti udeležence tega izobraževanja, kaj zajema vsebina izobraževanja, kakšna je organizacijska oblika, katere materiale je potrebno pripraviti za udeležence in izvajalce izobraževanja ter kdo jih pripravi, kdo so izvajalci izobraževanja in kako se izberejo, kako poteka sama izvedba izobraževanja, kako poteka preverjanje znanja in kaj dobijo udeleženci po končanem izobraževanju. Ker je izobraževanje za delo z aplikacijo Zajem 2010 namenjeno predvsem kmetijskim svetovalcem je seveda primarni cilj izobraževanja, da se le-ti naučijo pravilno uporabljati aplikacijo. Glavno učno gradivo izobraževanja za aplikacijo Zajem 2010 je sama aplikacija, zato je pravilnost delovanja ključnega pomena. Samo izobraževanje za aplikacijo naj bi ohranilo dosedanjo organizacijsko obliko, vendar pa bi moralo biti dostopno vsem zainteresiranim in ne le izbranim kmetijskim svetovalcem. Ugotovitve raziskave narekujejo tudi potrebo po tem, da naj se v bodoče nameni več časa pripravi izobraževalcev na izobraževanje. Priprava naj bi zajemala tudi udeležbo na katerem od seminarjev na temo izobraževanja odraslih, saj izobraževalci znanja s tega področja nimamo. Diplomska naloga je sestavljena iz dveh delov. V teoretičnem delu je predstavljeno izobraževanje na splošno, izobraževanje odraslih, izobraževanje v organizaciji ter kurikulum. Raziskovalni del diplomske naloge začenjam z opisom namena raziskave, postavitvijo vprašanj raziskave ter opisom metode raziskave. Sledi kratka predstavitev Agencije Republike Slovenije za kmetijske trge in razvoj podeželja. Nadalje je predstavljen tudi potek izobraževanja za elektronsko izpolnjevanje in oddajo zbirnih vlog za leto 2010. V zaključku so odgovori na vprašanja raziskave, ugotovitve ter predlogi za izboljšavo. Education and qualification are parts of the more important tasks of every contemporary organization, as well as organizations in public administration. Knowledge and qualification of employees in public administration are required for effective work, that not at last increases the satisfaction of the users. In the graduate work the course of education of agricultural advisers for the application of »Zajem 2010« was explored. I tried to establish where the deficiencies of hitherto educations are presented and how to prepair the basis for their elimination. It is also important to find out which factors make education successful and effective, and then to straighten them. I tried to find out the answers about the questions of the research – what is the aim of the education for work with the application »Zajem 2010«, whom this education is intended for, how to reach the participants of this education, what are the contents of the education, what the organization form is like, what materials need to be prepared for the participants and providers of the education and by whom are they prepared, who the providers of the education are and how are they chosen, how the realization of the education and the testing of the knowledge are carrying out, and what do participants achieve. Because the education for the application »Zajem 2010« is intended mainly for the agricultural advisers, the primary scope of the education is, of course, that they learn the correct use of the application. The main curriculum material for the application »Zajem 2010« is the application itself, therefore correct operation is of crucial significance. The education for the application should preserve the present organization form, but it should be accessible to all the people interested for and not only to the selected agricultural advisers. The results of this research are also dictating the need for more time to be intended for prepairing educators for educating in the future time. Preparation should also contain participation in some of the seminars concerning the theme of adults' education, because educators do not have the knowledge from this field. The graduate work is composed from two parts. In the theoretical part the education in general, adults' education, education in organization, and curriculum are presented. The researching part of the graduate work begins with description of the aim of research, raising the questions of research and describing the method of research. This is followed by short presentation of Agency of the Republic of Slovenia for agricultural markets and rural development. Moreover, also the course of the education for electronic fulfilling and delivery of assembling applications for the year 2010 is presented. In conclusion there are answers on the questions of the research, results and suggestions for improvement. |
