Globalizacija, neoliberalne politike in kapitalizem so današnji družbi prinesle popolnoma nove izzive. Politični inštrumenti današnje družbe, ki izvirajo še iz časa industrializacije niso kos družbenim spremembam, ki jih je prineslo 21. stoletje. Prevladujoča miselnost v zahodnih demokracijah je postala kapitalistična ideologija s svojimi idejami prostega trga, individualne odgovornosti in globalizacije, ki spodbuja izkoriščevalski odnos do nerazvitih regij in krčenje socialnih pravic. Trenutne razmere v družbi opozarjajo na neučinkovitost starih političnih institucij, ki smo jih razvili v času industrializacije (parlament, politične stranke, sindikati itd.). Ljudje smo začeli iskati rešitve zunaj starih političnih institucij in to na drugih mestih, ki jih širša javnost ni smatrala za politična. Stare politične institucije počasi izgubljajo vlogo edinega akterja na političnem prizorišču in vendar imajo še vedno monopol nad formalno-pravnim oblikovanjem politike. Danes lahko velikokrat slišimo besedo civilna družba, ki postaja spet popularna in se izgovarja z tonom upanja. Toda to je koncept, ki ima dandanes veliko pomenov in si ga lahko razlagamo izjemo široko. Posledično sem je odločil, da raziščem teorijo političnega delovanja, kateri formalne institucije kot jih poznamo danes niso po godu, skozi Beckov (1999) koncept subpolitke. Koncept subpolitike sem preizkusil na študiji primera izbrisa ljudi, ki so bili ob osamosvojitvi Slovenije izbrisani iz registra stalnega prebivalstva v Sloveniji. Globalization, capitalism and neo-liberal policies brought about today's society entirely new challenges. Political instruments in today's society stemming from the time of industrialization can not meet social changes brought by the 21st century. The prevailing mentality in Western democracies has become a capitalist ideology with their ideas of free market, individual responsibility and globalization, which encourage exploitative attitude to underdeveloped regions and shrink social rights. The current situation in society points to the ineffectiveness of the old political institutions we have developed during industrialization (parliament, political parties, trade unions, etc.)... People began to look for solutions outside the old political institutions in other places that the general public has not yet viewed as a political. Old political institutions are slowly losing their position of being the only player in the political arena, but they still own the monopoly on formal-legal policy making. Today you can often hear the phrase civil society which is becoming popular again and is spoken with a tonality of hope. But this is a concept that has many meanings nowadays and you can interpret it broadly. Consequently, I decided to explore the concept of political action, where formal institutions as we know them today are not optimal, through Beck's (1999) concept of subpolitcs. I put the concept of subpolitics to the test in a case study of people who were at the time when Slovenia became independent erased from the register of permanent residents in Slovenia. |
