PENSION SYSTEM IN SLOVENIA AND COMPARISON OF PROPOSED REFORM WITH REFORMS OF PENSION SYSTEMS IN SOME EUROPEAN UNION COUNTRIES

Popis: V Sloveniji se soočamo s staranjem prebivalstva zaradi, nizke rodnosti in vse daljše življenjske dobe, zato prihaja do velikih pritiskov na pokojninski sistem, ki je oblikovan v tri stebre. Vlada Republike Slovenije je podala predlog za modernizacijo aktualnega pokojninskega sistema, ki s seboj prinaša kar nekaj sprememb. Reforma bo podaljšala upokojitveno starost zavarovancev, obračunsko obdobje za izračun pokojnin, vzpostavila ugodnejšo politiko bonusov in malusov in drugo. Vzpostavil se bo sistem, ki bo povezoval vplačane prispevke z višino pokojnine ob upokojitvi. V Nemčiji, Franciji, na Švedskem in Poljskem imajo pokojninski sistemi bolj zaostrene pogoje za upokojitev kot v Sloveniji. Na Švedskem, in Poljskem ima drugi steber pokojninskega sistema pomembno vlogo, saj je vanj vključenih kar 90 odstotkov prebivalcev, kljub temu, da je udeležba prostovoljna. Države imajo že uvedeno povezavo med prispevki in pokojnino. In Slovenia we are dealing with ageing of the population because of the low natality and increasing lifespan. That is the reason for a large pressure on the pension system, which is build in three pillars. The government of Slovenia has given the proposal to modernize the current pension system and the proposal is bringing a few changes. The reform is going to extend the retirement age of the insured people, the accounting period for calculation of pensions, establish a favourable policy of bonus – malus and other. The system that is going to be made will connect paid contributions with the amount of the pension when one retires. In Germany, France, Sweden and Poland have pension systems tighter conditions for retirement than in Slovenia. In Sweden and Poland in the second pillar is very important, and it contains 90 percent of the population, although the membership is voluntary. Countries have already connection between contributions and pension.
