The R&D capability of companies is a key factor in their competitiveness and long-term growth. Trends in the R&D expenditure indicator provide key indications of the future competitiveness and wealth of the European Union. Regardless of, Portuguese companies have been among the least spent on research and development in Europe. It cannot be said that in the last decades there has existed in Portugal a real integrated policy of science, technology and innovation. There is also a shortfall in the nature of the instruments and support measures in this area, which is in some way associated not only with the governance process but also with the specific forms of operationalization of the instruments. The structure of R&D funding continues to highlight chronic problems diagnosed for many years, notably in the form of transfer of knowledge generated by the scientific and technological system to the real economy, but now begins to know innovative processes, less bureaucratic and more open to change, towards a sustained increase in business R&D investment. Investing 3% of GDP in R&D by 2030 was one of the Portuguese government's objectives for the development of a knowledge-based economy and innovation.
