The study involves a real life case study of a Singapore multinational. The company is in the business of selling chemicals and providing chemical services to the wafer-fabrication plants in Singapore. At the time of this study, it has a business strategy in place and a clearly defined mission statement. It is in the process of implementing a performance measurement system. The balanced scorecard has been of great inspiration to the management team. As part of this study, the process of designing the performance measurement system would be described. The methodology would borrow from established research on balanced scorecard and critical success factors (CSF) strategic planning systems. The study adopts an integrative approach of strategic planning based on the critical success factors and four perspectives of looking at a company's business. The four perspectives embrace customer, internal business process, organisational learning and financial aspects of the company's business. The critical success factors of the company serve as the principal driver of the scorecard design. As part of the design, financial and non-financial performance measures of the company are linked to the critical success factors of the company. The experience in designing the Balanced Scorecard can be leveraged to anticipate any difficulties that local companies may face in implementing the Balanced Scorecard.
