Infrastructure Development Projects in developing countries that are aimed at economic development and social needs of the nation are sometimes financed by foreign aid. International organisations such as the World Bank, Islamic Development Bank, AusAID and USAID assist the recipient governments after bilateral agreements are made at the initial stage of the project. It is important to identify the issues related to past experiences so that a more successful outcome can be achieved in the implementation of the projects in the future. These types of projects mostly consist of a consultant who plays the part of a project manager. It can be a non-government organisation (NGO) or professional contractor who maybe foreign or local depending on the pre-qualifications stated by the donor organisations. Whereas a general project that are usually run by private organisations, is more business oriented with the sole purpose of maximising profits, Infrastructure Development projects focus more on improving living standards, alleviating poverty, providing environmental benefits, protecting human rights, assisting victims in natural or people caused disasters, building capacity and developing basic physical and social infrastructure. The issues are more severe in small island developing countries, where these types of soft issues that are related to social or human development are a major concern in International Development projects and the intangibility of objectives make it more challenging in project management and project evaluation which require adaptation of existing project management body of knowledge. The paper discusses some of these soft issues that arise in Infrastructure Development projects which are important for policy makers as well as project managers to consider in the planning and implementation of such projects.
