Popis: | Na okupiranim područjima Republike Hrvatske, u okviru tzv. Republike Srpske Krajine, tijekom 1991. godine organiziran je rad osnovnih i srednjih škola s namjerom uspostavljanja školskog sustava izvan nadležnosti Ministarstva prosvjete i kulture Republike Hrvatske. Radi toga je osnovano Ministarstvo prosvjete „Republike Srpske Krajine„ koje je ustrojavalo je službe, davalo upute i uredovalo između škola, općina i Vlade “Republike Srpske Krajine”. Uvjeti rada školstva obilježeni su nedostatkom školske opreme, udžbenika, sredstava za grijanje i prijevoz, lošim stanjem mnogih školskih objekata i manjkom nastavnoga osoblja. Ratna djelovanja i blizina bojišta utjecali su na prekid nastave, a nastavnici su upućivani u ratne postrojbe. Migracije učenika i nastavnika u “Republici Srpskoj Krajini” i izvan nje (Srbija, Bosna i Hercegovina, Crna Gora) utjecale su na dinamiku rada i broj školskih odjeljenja. Iz prikazanih podataka i rekonstruirane slike školstva očituje se neuspjeh u razvoju i održanju učinkovitoga školskog sustava, što se odrazilo na ukupno stanje unutar “Republike Srpske Krajine” i bilo je jedan od čimbenika njezine nestabilnosti. In 1991, a grammar and secondary school system was organized in the occupied parts of the Republic of Croatia within the so-called “Republic of Serbian Krajina” with the aim to establish the school system out of the jurisdiction of the Ministry of Education and Culture of the Republic of Croatia. To this end, the Ministry of Education of “the Republic of Serbian Krajina” was constituted, which organized departments, issued instructions and intermediated between schools, municipalities and the Government of the Republic of Serbian Krajina. The working conditions in schools were characterized by a lack of school equipment, textbooks, heating and transport, a poor condition of many school buildings, and a shortage of teaching staff. The war operations and the close proximity of the battlefield caused interruptions in teaching activities and teachers were drafted to military units. Migrations of students and teachers within the Republic of Serbian Krajina and beyond (Serbia, Bosnia and Herzegovina, Montenegro) affected the schedule and the number of classes. The information presented and the reconstructed pictures of schooling activities demonstrate a failure to develop and maintain an effective school system, which was reflected in the overall situation within the Republic of Serbian Krajina and was one of the factors of its instability. |
