Insurance as an instrument for risk management in agricultural production in the Republic of Croatia

Popis: | Cilj rada je utvrditi uspješnost uvođenja podmjere 17.1 „Osiguranje usjeva, životinja i biljaka“ iz Programa ruralnog razvoja Republike Hrvatske. U radu su analizirani korisnici navedene podmjere, uspoređeno je stanje Hrvatske s ostalim zemljama EU-a te su opisani instrumenti upravljanja rizikom u EU-u. Prema podacima Ministarstva poljoprivrede od listopada 2016. do siječnja 2020. zaprimljeno je 30.159 zahtjeva, a ukupan iznos potpore bio je 56 milijuna eura. Istraživanjem je utvrđeno da je uvođenje subvencije na premiju osiguranja dovelo do rasta broja poljoprivrednog osiguranja i zaračunate bruto premije, ali postoji još mjera i strategija upravljanja rizikom u EU-u koje Hrvatska ne koristi. The aim of the paper is to determine the success of the introduction of sub-measure 17.1 “Insurance of crops, animals and plants” from the Rural Development Program of the Republic of Croatia. The paper analyzes the users of the mentioned sub-measure, compares the state of Croatia with other EU countries, and describes risk management instruments in the EU. According to the data of the Ministry of Agriculture from October 2016 to January 2020, 30,159 applications were received, and the total amount of support was EUR 56 million. The research found that the introduction of insurance premium subsidies led to an increase in the number of agricultural insurances and gross premiums charged, but there are still plenty of risk management measures and strategies in the EU that Croatia does not use. |
