The article suggests a calendar of partial reforms of Brazilian Social Security, considering as a premise that in 2009 a ?window of opportunity" will be open up, creating the political conditions for cooperation between the government and the opposition. This would allow the country to recreate political agreements like those known as ?Pact of Toledo?, that threw the bases of Spain?s Welfare State, built on political agreements that conduced the theme as a matter of State instead of a matter of a government. More specifically, this article suggests INSS (Brazilian Social Security Institute) should adopt a minimum age for retirement of time of contribution regime, like the rule that it is already worth for the civil servants. It also recommends the reduction of the difference of retirement requirement between men and women to four years; the increase of the requirement for retirement for age by one year; the enactment of a limit to the portion of the pension benefit that exceeds the floor benefit to 70% of the original benefit, when survivor has no children; the extension of the rule that increases the contributive for retirement of age by 6 months per year up to 2031; and the imposition of a two-year the difference between eligibility ages for the retirement and for the assistance benefit of LOAS. In some of those cases, it should be necessary to shift current rules, such as in the case of the rural benefits. The change of the rules would be preceded by a five-year lack. These rules should be substantially tougher for those who come to the job market after the approval of the changes. In addition, we propose a progressive reduction of the Social Security Contributions in way to reduce the cost of labor and to stimulate the formal labor relationship. Nevertheless, the proposed rules may still be considered benevolent measures to those actually in force of several countries in the world. We hope that this proposition may enable a greater degree of adhesion by the Brazilian political forces. |
