RESUMEN: Este artículo tiene como objetivo determinar la factibilidad de contextualización de las Metodologías de Evaluación Ambiental (MEAs) aplicables a la valoración de la vivienda de mayor relevancia a nivel internacional, frente al desarrollo actual de la normativa argentina IRAM en materia de sustentabilidad. Para ello, se analizan, por un lado, BREEAM, LEED, CASBEE y VERDE y, por otro, MEAs contextualizadas y desarrolladas en Jordania y Corea. Se utiliza como técnica de investigación el estudio teórico de las MEAs mencionadas, a través de lo cual se caracterizan y diagnostican dichas herramientas. Como resultado se obtiene el marco operativo en que se circunscriben sus desarrollos, las variables de análisis, el tipo de información contenidas en las mismas y sus principales limitaciones. Del contexto nacional, se extrae que corresponden a la normativa IRAM los principales avances en lo que respecta a calidad edilicia, desde una perspectiva centrada en la sustentabilidad. Se concluye que la correlación entre la metodología VERDE NE UNIFAMILIAR V1.G y la normativa IRAM, permite construir un sistema de indicadores que facilita el desarrollo de una metodología contextualizada a la situación físico-ambiental, económica y social de Argentina en general y, en particular, orientada al caso de la Vivienda Social en Zona Árida (VSZA). ABSTRACT: The aim of this article is to determine the feasibility of contextualizing the Environmental Assessment Methodologies (EAMs) applicable to the evaluation of housing that are of greater relevance at the international level, compared to the current Argentine IRAM regulations on sustainability. To do this, BREEAM, LEED, CASBEE and VERDE standards, as well as EAMs contextualized and developed in Jordan and Korea were analyzed. The theoretical study of the aforementioned EAMs was used as a research strategy to characterize and perform a diagnostic on these tools. As a result, an operational framework was generated that includes the EAM´s development, analysis variables, the type of information contained in each, and their main limitations. With regard to the national context, it was found that the main advances in building quality from a sustainability-centered perspective are part of the IRAM regulations. It was concluded that the correlation between the VERDE NE UNIFAMILIAR V1.G methodology and IRAM standards makes it possible to create a system of indicators that facilitates the development of a methodology contextualized for the physical-environmental, economic and social situation of Argentina in general, and in particular, oriented to the case of Social Housing in Arid Zones (VSZA). |
