As has been seen over the last quarter-century, the Internet is a social revolution and has had huge benefits. It is also a huge social experiment that is still ongoing, and civilisation is finding its way through the mass of opportunities, issues and threats that the immediate and ubiquitous communication the Internet offers.This document aims to assist the EC’s NGI programme in transitioning the Internet to the NGI objective of a human-centric Internet. To address this objective, values have been determined that support human rights; challenges and threats that impede or violate these values have been identified; and addressing these challenges form the basis of recommendations for research, innovation and policy to support the NGI programme. |
