Through a discourse theoretical approach inspired by Ernesto Laclau and Chantal Mouffes this master's thesis examines how different discursive positions construct the field of free speech of public employees in a radical, plural democratic perspective. The analysis concludes that the representatives of the public employers hold the dominant position while the representatives of public employees' unions together with the Danish journalist's union represent a counter position. A third position is held by the representatives of the Danish media and is placed in between the others. These positions represent different interests and emphasizes different aspects of the field in order to make it function according to their perspective. These aspects balance between a focus on the functionality of government to the legal positions and rights of the public employer. These results are discussed in a radical, plural democratic perspective in an examination of how the different articulations of the field of free speech of public employees could affect the development of radical, plural democracy. It is concluded that the dominant position with its focus on the functionality of government to some extend undermines a radical, plural democratic development. Dislocating to this development stands the focus on rights represented by the public employees’ position and emphasis on the public's interests in knowledge from the inside, most strongly represented by the Danish media representatives, that in certain modifications could influence the development in a more radical, plural democratic direction. |
