The Competition for Completed Municipal EU-tenders in 2020 and 2021

Popis: Since the emergence of New Public Management in the late 1970s, competition has been seen as a medium to improve the quality and efficiency of public services.Since then, public administration research has primarily studied how competition affects the effects of various public-private collaborations.However, the number of studies on what affects the competition for municipal services is very limited. This is problematic, as there is limited knowledge on how the competition can be increased for the numerous services in Danish municipal procurement.This master thesis investigates which factors affected the creation of competition in Danish municipal procurement.Through a set of data that contains the entirety of completed EU-tenders for Danish municipalities in the years of 2020 and 2021, several factors are examined for their respective influence on the competition.The set of data includes information related to the municipalities’ population size, political stability, administrative capacity, and type of municipality. Concerning the EU-tenders the information includes contract values.The data is analyzed using an operationalized theoretical setup that includes Transaction Cost Theory, Incomplete Contract Theory and Quasi-Market Theory. The theoretical operationalization also was the foundation for the master thesis’ five hypotheses.Methodically the data is analyzed through several multiple OLS-regression analyses.The descriptive analysis showed that an average of 3,78 bids were submitted per completed EU-tender in 2020 and 2021. However, the competition varied substantially across the municipalities.The multiple OLS-regression analyses shows that the independent variables had a low degree of explanation of the variance in the dependent variable. Furthermore, all the master thesis’ hypotheses were rejected based on the results of the multiple OLS-regression analyses.The results indicate that context as well as several other factors had an impact on the competition for municipal EU-tenders in 2020 and 2021. Based on the results from the analysis, this master thesis’ methodical, theory and research design can be discussed.Finally, further research is needed to examine how competition for municipal tenders can be increased to achieve effective Danish municipal services.
