Popis: Ifølge en rapport fra Sundhedsstyrelsen er der ca. 25.000 stofmisbrugere i Danmark og mellem 2015 og 2016 har der været registreret en stigning i antallet af dødsfald som følge af overdosis. Nærværende speciale undersøger, hvordan afhængighed kan forstås og hvordan man som samfund, gennem alternative sundhedsfremmende initiativer, kan ændre synet på stofmisbrug. I denne henseende tilbyder Portugal en interessant case, da landet siden 2001 har afkriminaliseret stofmisbrug og har formået at vise forbedrede resultater. Den portugisiske tilgang har siden afkriminaliseringen resulteret i færre misbrugere, mindre kriminalitet, mindre spredning af følgesygdomme, såsom HIV og hepatitis, og vigtigst af alt dokumenteret et markant fald i antallet af dødsfald som følge af overdosis. Specialet undersøger hvad Danmark kan lære af Portugals erfaringer og tiltag?Gennem et pragmatisk og fænomenologisk forskningsdesign søger dette speciale at besvare, hvilken betydning afkriminaliseringen af stofmisbrug har for det sundhedsfremmende arbejde med stofmisbrugere i Portugal. Med udgangspunkt i interviews og feltarbejde konkluderer specialet, at en anerkendende tilgang er afgørende for, at sætte stofmisbrugernes sundhed i centrum. Endvidere for at sætte fokus på forebyggelse og sundhedsfremme af stofmisbrugere, må der skabes solidaritet i de systemer som de professionelle arbejder på tværs af.
Around 25.000 people have a problem with substance abuse in Denmark according to a report published by Sundhedsstyrelsen. Furthermore, during 2015 - 2016 there has been a rise in the number of people who have died because of an overdose.The present thesis researches how addiction can be understood and how a society can tackle substance abuse through alternative health promoting strategies. In this manner Portugal offers an interesting case, as the country since 2001 has decriminalized all drug use and has been able to present improving results. The Portuguese approach has since the decriminalization been able to reduce the number of people with substance abuse, reduction of criminality, there has been less spreading of diseases such as HIV and Hepatitis, and most importantly the number of death cases due to overdoses has dropped in the years after the decriminalization. This poses the question, what can Denmark learn from Portugal’s experiences and efforts? With a pragmatic and phenomenological research design, this thesis seeks to answer the question of, what impact the decriminalization of substance misuse has for the health promoting work field in Portugal. The present thesis concludes that appreciative inquiry is essential to centralize the health of the substance users. In addition, to highlight the prevention and health promotion of drug addicts, solidarity must be created in the systems that the professionals work across.
